9th APEC Emergency Preparedness Working Group Meeting Held in Lima

The 9th Emergency Preparedness Working Group met in Lima on 20-21 February as a part of events related to 2016 First Senior Officials' Meeting. The meeting was co-chaired by the two Co-Chairs, Ms. Kyoko Kondo from Asian Disaster Reduction Center (ADRC), Japan and Mr. Lê Quang Tuan from Central Committee for Natural Disaster Prevention and Control, Vietnam. Welcoming remarks were given by General Alfredo Murgueytio, Institutional Chief of the National Institute of Civil Defense of Peru. The two day meeting was attended by 14 of the 21 APEC member economies including Australia, Canada, Chile, China, Indonesia, Japan, Korea, New Zealand, Peru, Papua New Guinea, The Philippines, Chinese Taipei, The United States, Vietnam, and the representatives of the APEC Climate Center.

The meeting aimed at discussing 2016 EPWG Work Plan, major disasters in APEC region, new initiatives from member economics, APEC cross-fora report and outreaching collaborations relevant to EPWG work, and 10th SDMOF.

In the beginning of the meeting, co-chairs with all representatives mourned for the victims of Kaohsiung Meinong Earthquake for one minute, expressing concerns for this disastrous event in Chinese Taipei and showing respect for the dead. In addition, Chinese Taipei’s representative briefed the summary of the earthquake emergency preparedness.

In 2016, APEC focuses on the theme of “Quality Growth and Human Development” and the priorities include:
 Advancing REI and Quality Growth;
 Enhancing the Regional Food Market;
 Towards the Modernization of MSMEs in the Asia-Pacific; and
 Developing Human Capital.

To be the host economy, Peru’s representative presented that EPWG contribution to 2016 APEC priorities:
1. Explore the issue of Food Chain Resilience in the 10th SDMOF.
2. Exchange practices concerning business development of business continuity, business resilience and disaster risk reduction.
3. Emphasize capacity building and how disasters affect human resources in the Pacific region.
